Stape or Google Cloud?

Stape is a managed host: a server container runs within minutes, it's priced on monthly requests and the server is kept running for you. Google Cloud gives you full control and bills on usage, but someone has to look after it. Marc recommends one for your traffic and team before anything is built.

What does Stape cost?

Stape bills you directly, on a plan sized to your monthly requests, on top of the setup price. Marc estimates your volume first, so you start on the right plan.

Is it a way round ad blockers or consent?

No. The server honours each visitor's choice, just as the browser should. What Stape and server-side tagging give you is more reliable consented measurement and control over what each platform receives.
