They can. UK and EU data protection law can apply to businesses outside Europe that sell to, or track, people in the UK or EU. Whether it applies to yours is a question for your lawyer. Marc makes the tracking do what your policy says.

Will this change anything for US visitors?

Not unless you want it to. Consent settings can be set by region, so US visitors keep the setup they have now and UK and EU visitors are asked first.

Do you cover US privacy laws, such as California's?

Consent for UK and EU visitors is Marc's specialism. For US state laws, your lawyers decide the rules, and Google Tag Manager and Consent Mode can then apply different settings to US visitors.
